What is the Victorian Energy Upgrades (VEU) Program?
The Victorian Energy Upgrades (VEU) program is a Victorian Government initiative that provides discounts on approved energy-efficient products and services for homes and businesses. It is designed to help Victorians lower their energy bills, reduce energy use and cut greenhouse gas emissions.
The program is overseen by the Essential Services Commission (ESC), which regulates how the scheme operates and sets the rules for participants. Discounts are delivered through accredited providers. When an eligible upgrade is installed, they can create Victorian Energy Efficiency Certificates (VEECs), which underpin the financial incentives passed on to customers.
Because program rules, eligible products and incentive levels can change over time, it is important to always check the latest information on official Victorian Government and ESC websites.
Who Can Benefit & Typical Upgrades
The VEU program is available to both households and businesses in Victoria. Eligible upgrades can attract an upfront discount when installed by, or in partnership with, an accredited provider.

How the VEU Program Usually Works
While each project is different, the process for using the VEU program typically looks like this:

Choose an eligible upgrade
You or your advisor identify an upgrade that is covered under the VEU program, using information from the Essential Services Commission and Energy Victoria.

Engage an accredited provider (and installer)
A VEU-accredited provider, or a qualified installer partnered with one, is engaged to manage the activity and paperwork, including VEEC creation where applicable.

Install approved products
Approved products that meet the program’s technical requirements are installed at your home or business by qualified tradespeople.

Discount applied and certificates created
The accredited provider applies an agreed discount to your upgrade. They may then create and sell VEECs associated with the activity in line with program rules.
